[roll] Roll fuchsia [remote-control] Rename OpenCapability -> DeprecatedOpenCapability

Rename fuchsia.developer.remotecontrol/RemoteControl method
OpenCapability to DeprecatedOpenCapability to discourage new uses and
to more easily identify call sites that need to be migrated when we
eventually drop support for this method.

This method has been superceded by ConnectCapability.
