[roll] Roll fuchsia Reland "[ffx][daemon] Prime ascendd socket before initialization"
This is a reland of commit 9c1101a42a515bf2ca18f746e4fc1562e85c1bf8
Turns out macOS certificate parsing sometimes takes way longer than
800ms. Gross.
