[roll] Roll fuchsia [kalloc] Add NoOpAllocator implementation and tests This change implements `NoOpAllocator`, which returns `AllocError` on all allocation requests, and performs a safe no-op on deallocations. This is useful when constructing `Box` or other dynamically allocated collections from raw pointers to pre-existing memory where the collection shouldn't own or free the memory (e.g. wrapping memory managed by C++ code).
