[roll] Roll fuchsia [wlan] Create and use common WlanKeyConfig

This removes SetKeyDescriptor from fuchsia.wlan.fullmac and creates
WlanKeyConfig in fuchsia.wlan.common.

WlanKeyConfig is based on WlanKeyConfiguration in fuchsia.wlan.softmac,
but the softmac type is kept and will need to be soft transitioned at
some point in the future.
