[roll] Roll fuchsia [vscode] Include third_party/pigweed/** in code search

Pigweed contains most of Fuchsia's Bluetooth host stack source code.
Pigweed modules are also used in-tree by the MCU drivers team. As such,
Fuchsia developers will continue to contribute extensively to Pigweed.

Also cluster whitelisted third_party/ paths at the top and update the
instructions to stipulate that pattern.
