[roll] Roll fuchsia [usb_bulk]: no longer drain input queue and set timeout to 0 Some devices in fastboot take O(seconds) to return from a read operation and spamming the devices with `ioctl` is not great for their performance. Now also leaving the input queue alone when opening the target as since our ioctl timeout is now infinite, if there is no data to be drained it will wait forever.
