[roll] Roll fuchsia [wlan][policy] Re-order roam scan backoff conditionals This change swaps the order roam scan backoff conditionals for `is_scan_old` and `has_new_reason`. Previously, if we had both new roam reasons and the scan was old, additional backoff would be added. In that scenario, we would want to reset the backoff, since the roam reasons have changed. First install Jiri.
Next run:

Third party projects should have their own subdirectory in ./third_party.
