  "message": "[roll] Roll fuchsia [starnix] Remove ioctl lock state\n\nThis CL removes the ioctl-specific lock state in favor of using the\n`Unlocked` state. An ioctl is essentially a second level of syscall\ndispatch and can do arbitrary things. For this reason, we cannot hold\nany locks while dispatching ioctls, similar to the reason we cannot hold\nany locks while doing the first level of syscall dispatch.
