  "message": "[roll] Roll external/github.com/catapult-project/catapult chromeperf: Add quartiles and coefficient of variation to calc_stats.\n\nQuartiles will enable box plots charts to visualise how these\ndistributions shift over time, and coefficient of variation helps us\nunderstand signal quality.\n\nThis change also adds a simple optimisation of explicitly converting the\nsamples list to a numpy array before calling the various scipy stats\nfunctions, so that scipy doesn\u0027t repeatedly do this expensive conversion\nimplicitly.
