[roll] Roll fuchsia [update-rustc-third-party] Support MacOS in 3p crates.

The CL that added our first Bazel host tool target [1]
had to be reverted because it broke the MacOS builder, due
to the fact that the auto-generated BUILD.bazel files
for third-party crates didn't list MacOS as a compatible
platform.

This CL fixes the situation by:

1. modifying //build/bazel/update-rustc-third-party/BUILD.bazel
   to list macos/x64 and macos/arm64 as compatible platforms,

2. running `fx update-rustc-third-party` to regenerate the
   BUILD.bazel files with the right `compatible_with`
   clauses.

Integration

This repository contains Fuchsia's Global Integration manifest files.

Making changes

All changes should be made to the internal version of this repository. Our infrastructure automatically updates this version when the internal one changes.

Currently all changes must be made by a Google employee. Non-Google employees wishing to make a change can ask for assistance in one of the communication channels documented at get involved.

Obtaining the source

First install Jiri.

Next run:

$ jiri init
$ jiri import minimal https://fuchsia.googlesource.com/integration
$ jiri update

Third party

Third party projects should have their own subdirectory in ./third_party.
