[roll] Roll fuchsia [bazel_sdk][cc] Unmark `test = True`...

...for all non-standalone intermediate `test = True` targets, switching
them them to `testonly = True` and `test = False` instead.

This will obviate
`--experimental_retain_test_configuration_across_testonly` while
simultaneously making it easier to integrate the Bazel SDK into an
internal repository that is more sensitive to these fake test targets.
