[roll] Roll fuchsia [rust_aux] Set all aux deps and searchdirs directly in GN metadata

This is a prefactoring step that cleans up how the --extern and
-Ldependency options for rust_aux targets are computed, removing
the action and directly specifying the right file, be it rmeta,
rlib, or so, depending on the target type.
