[roll] Roll fuchsia [sestarnix] Add extensible bitmaps, IdSets, and ID types Add support for the policy_capabilities and permissive_map fields. Implement extensible bitmaps (ExtensibleBitmap) and permissive type sets (PermissiveTypeSet) supported by type-safe identifiers. Introduce the generic IdType wrapper and strongly-typed TypeId alias to ensure compile-time domain safety, and implement IdSet as a type-safe wrapper. Add support for parsing, validating, and serializing these structures in the new SELinux policy parser, storing extensible bitmaps as sorted arrays for binary search lookups.
