[roll] Roll fuchsia [vfs][rust] Stop reporting unsupported attributes
Don't report mutable attributes for pseudo-files and pseudo-directories
since they aren't supported.
Allow test harnesses to report the set of attributes they support, so
we can validate behavior regardless of which attributes are supported.
Remove now unrequired config options since they can be derived from the
set of supported attributes.
