[roll] Roll fuchsia [check-licenses] Adding 'license' package
This is all v2 work, which still isn't live yet.
Copied the notice file traversal logic from v1, put them all in the same
area -> the notice subpackage.
This also uses the word "pattern" instead of "license" when talking
about the regex patterns. Now, "license" only means actual license texts
in the fuchsia tree.
Also also removes the "licenses" struct, which will hopefully make the
check-licenses directory / structure easier to follow.
