[roll] Roll fuchsia [codecs] switch to updated cipd media test data

The new
fuchsia/test_data/third_party/chromium_media_test_data_downstream
has mirroring_exynos.ivf which is needed by the regression test in
change-id Id9eae17baaa07ba6a047563e74f8b31af27f68cc, implemented in
use_vp9_decoder_test_exynos_stream.cc.

There are no other changes to the package.

The creator/capturer of mirroring_exynos.ivf confirmed that the
compressed frames in the file are under the same LICENSE as the
rest of the test files (chromium's LICENSE). I truncated the file
to 100 frames and the resulting file is under the same LICENSE.
