[roll] Roll fuchsia Reland "[power][PyMonsoon] Bundle monsoon_mearsure_power with PyMonsoon from fuchsia source tree"

This is a reland of commit 6700e330954c3636c613bc6f8868139ee3cd751a
It was reverted in commit 30bc5dd82256e3dbe50bc5c08013713867cd2f2d because it may have originally broke internal power measurement tests.

Original change's description:
> [power][PyMonsoon] Bundle monsoon_mearsure_power with PyMonsoon from fuchsia source tree
>
> This change will help make end-to-end power tests more hermetic by
> using PyMonsoon and it's dependencies from the Fuchsia source tree
> rather than from github. We bundle monsoon_measure_power and
> its PyMonsoon dependencies into a self-contained Python executable. The
> powerserver libary is updated to locate and execute this tool.
