[roll] Roll fuchsia [usb][dwc2] Fix stall reporting in dwc2 In the dwc2 USB driver, when a SET_CONFIGURATION request failed (e.g., due to FIFO allocation failure), the driver ignored the error and sent a Zero-Length Packet (ZLP) to the host, indicating success. This caused the host to assume configuration succeeded, leading to subsequent crashes in the usb-peripheral stack due to underflow bugs when processing interface requests on an unconfigured device. This change updates Dwc2::HandleEp0Setup to check the return status of HandleSetupRequest and call a new StallEp0() method on failure, which correctly stalls the control endpoint.
