[roll] Roll fuchsia [kernel][moonflower] Drop unused reboot reason code

The reboot code in moonflower-power.cc has an open TODO item to
implement support for writing the reboot reason, to allow rebooting
directly into the bootloader or the recovery.

However, this is already working in practice since the
qcom-reboot-reason driver is writing the spmi-sdam nvmem cells.
Implementing this in the kernel would be more complex, since it
does not have a SPMI bus driver at the moment.

Drop the unused code and clarify the comment to make it easier to
understand where the reboot flags are getting written to the hardware.

No functional change.

Integration

This repository contains Fuchsia's Global Integration manifest files.

Making changes

All changes should be made to the internal version of this repository. Our infrastructure automatically updates this version when the internal one changes.

Currently all changes must be made by a Google employee. Non-Google employees wishing to make a change can ask for assistance in one of the communication channels documented at get involved.

Obtaining the source

First install Jiri.

Next run:

$ jiri init
$ jiri import minimal https://fuchsia.googlesource.com/integration
$ jiri update

Third party

Third party projects should have their own subdirectory in ./third_party.
