[roll] Roll fuchsia [starnix] Account for ptr size in execve limits.

In `execve`, there is a limit on the amount of bytes that the argv and
envp vectors can take. However, that limit has to take into account also
the size of the pointers that each element will take.

Before this CL, a userspace program could call `execve` with an argument
vector that if full of the same empty string, and execve would try to
read each of them, adding 1 byte to the limit count each time, leading
to OOM.

This change now accounts the size of a pointer for each element added in
`argv` and `envp`. In `read_c_string_vector` we also count the number of
elements we are adding and use that towards the total limit size.

This repository contains Fuchsia's Global Integration manifest files.

Making changes

All changes should be made to the internal version of this repository. Our infrastructure automatically updates this version when the internal one changes.

Currently all changes must be made by a Google employee. Non-Google employees wishing to make a change can ask for assistance in one of the communication channels documented at get involved.

Obtaining the source

First install Jiri.

Next run:

$ jiri init
$ jiri import minimal https://fuchsia.googlesource.com/integration
$ jiri update

Third party projects should have their own subdirectory in ./third_party.
