[roll] Roll fuchsia [bt][assembly] ScoOffloadPathIndex configuration

Add a capability to specify the offload index when using the offload
path when setting up a SCO connection to assembly.

Needed for different products the controller firmware has an
alternate index from the current hard-coded value of 6.
