[roll] Roll fuchsia [netstack3] Ignore IPv4 with multicast source Introduce an `Ipv4SourceAddr` Witness type and use it throughout the IP layer. This type requires that source addresses must be non-multicast. The consequence is that we now drop packets received from the network that have a multicast IPv4 source address. While here, I reworked the `non_unicast_source` IPv6-specific counter. Now both IPv4 and IPv6 use `invalid_source` Original-Bug: 413081628 Original-Reviewed-on: https://fuchsia-review.googlesource.com/c/fuchsia/+/1264484 Original-Revision: 4a0cc5ae1d3847fe0b638de705416554feb30b37 GitOrigin-RevId: 5bb289d54cde2aa355faf14afadb47d52d88f858 Change-Id: I4becfc289363cec90affd441dfa1fad049977074
