[roll] Roll fuchsia [bundles] Put run_test_suite in base alongside other tests

Move run_test_suite into a group so that it ends up in the same
package set as the tests that it's needed for.  Specifically, if
//bundles/buildbot/core is in base, then run_test_suite is.
