[roll] Roll fuchsia [tefmocheck] Add tefmo for sys_config read failure

This indicates that we likely won't be booting from the intended slot
and may fall back to booting from the R slot instead (if that's still
readable).  Since booting the wrong code makes it rather hard to
understand issues, flag this earlier.
