[roll] Roll fuchsia [audio][adr] Implement PacketStream support in Audio Device Registry

This change implements the top-level support for PacketStreams in the
Audio Device Registry (ADR). This includes:

- Implementation of `PacketStreamServer` to handle the
  `fuchsia.audio.device.PacketStream` protocol.
- Integration of PacketStream lifecycle management in the `Device` class,
  including `CreatePacketStream`, `SetPacketStreamBuffers`, `Start`,
  and `Stop`.
- Format translation logic for both PCM and encoded PacketStream formats in
  `validate.cc`.
- Enhanced `Inspector` support to record PacketStream supported formats,
  negotiated formats, and buffer configurations for diagnostics.
- Updated `FakeComposite` and `FakeCompositePacketStream` to support
  verifying PacketStream operations in tests.
- Comprehensive unit tests covering both normal functionality and error
  conditions for PacketStream creation and configuration.

This repository contains Fuchsia's Global Integration manifest files.

Making changes

All changes should be made to the internal version of this repository. Our infrastructure automatically updates this version when the internal one changes.

Currently all changes must be made by a Google employee. Non-Google employees wishing to make a change can ask for assistance in one of the communication channels documented at get involved.

Obtaining the source

First install Jiri.

Next run:

$ jiri init
$ jiri import minimal https://fuchsia.googlesource.com/integration
$ jiri update

Third party

Third party projects should have their own subdirectory in ./third_party.
