[roll] Roll fuchsia [fbl] Update the comments describing the behavior of insert_or_find. Update the describing the behavior of `insert_or_find` for WAVL trees and hashtables. Specifically, make it explicitly clear that when using the r-value reference form of `insert_or_find` that the pointer to the object passed by the user will not be consumed in the case of collision. It will only be consumed if the container takes ownership of the object. This is important because it means that the operation, whether it succeeds or not, will never accidentally destroy the object the user is attempting to assert. It either goes in the container, or stays in the user's control so they can end the lifecycle of the object at the proper point in time.
