[roll] Roll fuchsia [ui] ActivityManager impls UnhandledInputHandler

This change prepares ActivityManager to receive input events directly
through input pipeline as an InputHandler, rather than having to serve
fuchsia.input.interaction.observation.Aggregator to individual
InputHandlers such as TouchInjectorHandler and MediaButtonsHandler.

Note that this change does not actually assemble the ActivityManager as
a handler in InputPipeline, i.e. the new `handle_unhandled_input_event`
is not yet being called anywhere.

Test: manual test shows existing behavior is the same; unit tests
exercise new code
