[roll] Roll fuchsia [ui][a11y] Put ColorConverter connection behind AttachA11yView flag

This CL puts connection to ColorConverter protocol behind the existing
flag AttachA11yView. With this change, there is nothing that starts
A11yManager by default in SceneManager if AttachA11yView is false.
