[roll] Roll fuchsia [hook-observer] audit calls to clone is_in_scope was on a hot path for cm. it was allocating strings and vecs to return a bool. this cl changes the struct definition to allocate scope moniker and eventscope once and then pass it around by reference. via inspect metrics, measured 220 KB before to 20 KB after of allocated memory. Currently all changes must be made by a Google employee. Non-Google employees wishing to make a change can ask for assistance in one of the communication channels documented at get involved.
First install Jiri.
Next run:
$ jiri init $ jiri import minimal https://fuchsia.googlesource.com/integration $ jiri update
Third party projects should have their own subdirectory in ./third_party.
