[roll] Roll infra/recipes [jiri] Use dicts for edit_manifest parameters Dicts are much clearer and cleaner than lists of two-tuples for updating projects/packages to a specific revision. There were no production use cases of editing a project in a manifest without specifying a new revision, so I removed that support and made a dictionary be the only supported input type.
