[roll] Roll fuchsia [storage] Remove the NO_REMOTE flag

io.fidl no longer supports client-initiated remote mounting so the
NO_REMOTE flag is unused and unsupported.

The Rust and C++ VFS libraries still support server-side remote nodes.
