[roll] Roll fuchsia [Honeydew][wlan] Fix intermittent fail due to no ifaces

This fix is needed because the test_iface_methods tests destroying the
ifaces. We need to wait till wlancfg has had the time to recreate the
ifaces before scanning for bss info. This change also has a few quick
fixes to the wlan unit tests.

Verified the following on Patchset: 4
* HoneyDew code guidelines
* Successfully ran the impacted functional tests using InfraRun

Obtaining the source

First install Jiri.

Next run:

$ jiri init
$ jiri import minimal https://fuchsia.googlesource.com/integration
$ jiri update
