[roll] Roll fuchsia [fdf] Add bindlib codegen functionality to build

Adds usage of the new cpp and rust codegen functionality of the
bindc tool to the build template. Adds an optional feature flag
to enable/disable the now deprecated fidl based bindings. Tests
everything out by converting usages of the fuchsia.test bindlib
to the new format.

Tests: Updated the bindlib codegen test to use the new bindings and
disable the deprecated fidl bindings in it. Converted fuchsia.test
