[roll] Roll fuchsia [emulator] Add avx2_enabled flag to virtual device Introduces an `avx2_enabled` boolean attribute to the `fuchsia_virtual_device` Bazel rule and virtual device schema. It defaults to true. When set to false, the QEMU and AEMU templates automatically append flags to disable AVX2 and all AVX512 features. Updates `ffx` configuration and metadata to support this flag.
