  "message": "[roll] Roll fuchsia [ffx][ota] Introduce daemonless ffx-strict\n\nAdds the ffxStrict implementation of the FFXToolImpl interface.\nThis implementation uses ffxutil.FFXInstance in strict mode to\nexecute ffx commands without relying on a background daemon. This\nwill eventually help avoid synchronization issues in tests that\nfrequently reboot the target.\n\nThis change is isolated and does not wire up the new implementation\nto the main execution path yet.
