[roll] Roll infra/recipes [fuchsia] Respect Build-Only commit message footer

The build.py recipe parses the `Build-Only` commit message footer and
passes it to the fuchsia.py recipe via a `build_only` output property,
which, if set, causes the fuchsia.py recipe to exit early without
running any tests.

I also updated the plumbing for the `Run-All-Tests` footer value to use
the same codepath, which ensures that it comes from the commit message
for the correct patchset - previously the fuchsia.py recipe was fetching
it from the latest patchset, which may not be the one the build was
actually triggered against.

Integration

This repository contains Fuchsia's Global Integration manifest files.

Making changes

All changes should be made to the internal version of this repository. Our infrastructure automatically updates this version when the internal one changes.

Currently all changes must be made by a Google employee. Non-Google employees wishing to make a change can ask for assistance in one of the communication channels documented at get involved.

Obtaining the source

First install Jiri.

Next run:

$ jiri init
$ jiri import minimal https://fuchsia.googlesource.com/integration
$ jiri update

Third party

Third party projects should have their own subdirectory in ./third_party.
