[roll] Roll fuchsia [machina] Introduce an AndroidGuestManager

The Starnix test runner would like to test against an Android GKI
kernel, and to that end we'll introduce an AndroidGuestManager. Notably,
this manager does not supply a full Android virtualization environment.
Instead, it leverages a frankenstein environment consisting of a minimal
image and monolithic Android kernel, compiled from source.

Original-Bug: 477520508 Test: Locally integrated with InteractiveDebianGuest
manager, supplying a kernel image built locally. Validated via Starnix
syscall tests.
