[roll] Roll fuchsia [feedback] Persist system time every minute

Writing system_time.json once per second can cause excessive flash wear
on minfs devices because even though the file itself is small, multiple
8 KiB data and metadata blocks are written each time.

This CL increases the periodic write interval from 1 second to 60
seconds to reduce the impact to flash wear. An explicit flush will still
occur upon a graceful shutdown.
