[roll] Roll fuchsia [audio] Fix SetElementState test to alter 'started' state.
The WatchElementState call used to verify the SetElementState call does
not return unless the SetElementState call actually alters the element's
state.
From
sdk/fidl/fuchsia.hardware.audio.signalprocessing/signal_processing.fidl:
/// The driver will not respond to subsequent client
/// `WatchElementState` calls for that `processing_element_id` until any portion of the
/// `ElementState` has changed from what was most recently reported for that element.
