[roll] Roll fuchsia [starnix] Netstack sockets are wake sources

Starnix now queries the netstack for a WakeGroup token when the first
socket is created and attaches it to all further socket creations. The
waking logic uses the standard AddWakeSource and RegisterWakeWatcher
functionality, which pushes all of the interesting logic into the
netstack.

This is based on I75bbd779f3e8f2aa407e244bd71360078dc0a5b8, but uses the
new design introduced in the parent of this change. Tests were split out
into a child change to make the review more focused.

Integration

This repository contains Fuchsia's Global Integration manifest files.

Making changes

All changes should be made to the internal version of this repository. Our infrastructure automatically updates this version when the internal one changes.

Currently all changes must be made by a Google employee. Non-Google employees wishing to make a change can ask for assistance in one of the communication channels documented at get involved.

Obtaining the source

First install Jiri.

Next run:

$ jiri init
$ jiri import minimal https://fuchsia.googlesource.com/integration
$ jiri update

Third party

Third party projects should have their own subdirectory in ./third_party.
