[roll] Roll fuchsia [rust][cargo-gnaw] Additional version-number alias targets

To make it easier to guess a valid GN target name from a Bazel target
name, this adds an additional alias for Rust vendored (including
modified) package.

For a package PACKAGE at version VERSION there will be a:
  rustc_library("PACKAGE-vVERSION") { ... }
and a:
  group("PACKAGE") { public_deps = [":PACKAGE-vVERSION"]; }

This now adds:
  group("PACKAGE-VERSION") { public_deps = [":PACKAGE-vVERSION"]; }

Critically, this means we now have targets with labels that match the
convention we use for naming the directories we tend to put vendored
Rust packages into. This make for much more tractible regexes in
bazel2gn.
