[roll] Roll fuchsia [zxdb] Allow unnamed template parameters

In DwarfSymbolFactory::DecodeTemplateParameter, the parser was returning
an empty Symbol if DW_AT_name was missing. This is incorrect as template
parameters can be unnamed (e.g. `template <typename> class Foo`).

Allow missing DW_AT_name and default to empty string. The type is still
resolved correctly.
