[roll] Roll fuchsia [netstack] Support Masquerade NAT Masquerade NAT updates the source address of outgoing packets to an address belonging to the outgoing interfaces. This change drops the `new_src_addr` field from `fuchsia.net.filter/Nat` as this change only introduces support for Masquerade NAT which does not allow specifying the new source address, unlike the more general SNAT target. While I am here, also drop the INTERNAL error return when updating filter rules since the INTERNAL value will never be returned.
