[roll] Roll fuchsia [bt][affordances] Migrate off of `DisconnectPeer` affordance
Deprecate the
`fuchsia.bluetooth.affordances.PeerController/DisconnectPeer` wrapper
FIDL method in favor of clients directly calling the underlying
`fuchsia.bluetooth.sys.Access/Disconnect` FIDL method.
Make the `DisconnectPeer` method a stub with the plan to eventually
remove it.
1. Connected a peer to a Nest Hub.
2. Successfully disconnected the peer from the Nest Hub using `ffx
bluetooth peer disconnect`.
3. Verified that the expected logs were printed.
