[roll] Roll infra/recipes [arm-trusted-firmware-qemu-bios] Fix invalid CIPD tags

It turns out that CIPD tags must match `^[a-z0-9_\-]+$` [1], and the use
of a comma in "git_repository,arm-trusted-firmware" and
"git_repository,u-boot" is invalid. We replace that with an underscore,
and also supply these as tags instead of search tags, since they give
insufficient information on their own to uniquely identify a given
version.
