[roll] Roll fuchsia [zircon][ktrace] Temporarily Disable Waker Tracking

Upstream perfetto's trace_processor has a bug which causes accidentally
quadratic behaviour when resolving waker tids. There's a PR up to fix
the issue, but until it merges large traces take many minutes to load.

As this also potentially affects builders which compute metrics using
the trace_processor binary, disable emitting wakers until the fix is
landed upstream.
