[roll] Roll fuchsia [starnix] Increase inspect fetch timeout for coredump test.

It seems that on particularly slow builders Archivist is always
timing out on Starnix's individual inspect regardless of how
many times we retry. Let archivist try to fetch the starnix's
inspect for a little longer before failing.
