  "message": "[roll] Roll fuchsia [ffx] invert fho/target dependency\n\nInstead of having libfho rely on libtarget (which meant all subtools\ndepended on target even if they had no target interaction, such as\nffx-assembly), have libtarget rely on libfho. This means injecting\ntarget-specific information into FhoEnvironment, via the new\nEnvironmentInterface mechanism.\n\nMostly this change is mechanical -- moving code from libfho to\nlibtarget.
