[roll] Roll fuchsia [usb][zero-test] Add testusb base backend and parsing

Define USBTestBackend abstract base class in testusb:
- Extract USBTestBackend into dedicated backend.py module.
- Declare set_configuration as @abstractmethod.
- Enforce interface lifecycle in claimed_interface context manager.
- Standardize on run_bulk_loopback for bidirectional loopback.
- Dynamic endpoint discovery and active configuration descriptor
  parsing.
