[roll] Roll fuchsia [starnix] Migrate sysctl_test to Machina The sysctl_test has one negative discrepancy with hosts, where the DisableIpv6Default is skipped by default on hosts but failing on Machina. But there are 23 total tests in this suite, and this is the only instance where Machina has a negative discrepancy. In most other cases, Machina is running and passing the test while it is skipped on hosts. Therefore I think we're net positive by migrating these. Currently all changes must be made by a Google employee. Non-Google employees wishing to make a change can ask for assistance in one of the communication channels documented at get involved.
First install Jiri.
Next run:

Third party projects should have their own subdirectory in ./third_party.
